What does to impart mean?
According to the digital Merriam Webster Dictionary,to impart is;
1. To give (something), such as quality to a thing.
2. To make (something) known to someone.
To impart also means to conduct, convey, give, communicate, spread, transfer, transfuse, and transmit according to the Merriam Webster Dictionary. (Merriam-webster Dictionary)
From the above descriptions, it is clear that impartation is the act of giving, transferring, transmitting or communicating something. This very book that you are reading is imparting knowledge to you on how to receive and release the anointing.
Come to think of it,we all participate in the act of imparting or receiving something on a daily basis!

1. Impartation May Come Through Laying On Of Hands
One of the most common ways through which impartation of the anointing is transmitted is through the laying on of hands.
According to the Wikipedia the laying on of hands is a ritual that is a part of religious practices found in various cultures throughout the world.
In Christian churches, this practice is used as both a symbolic and formal method of invoking the Holy Spirit primarily during baptisms and confirmations, healing services, blessings, and ordination of priests,ministers,elders,deacons, and other church offices, along with a variety of other church sacraments and holy ceremonies.
Wherefore I put thee in remembrance that thou stir up the gift of God, which is in thee by the putting on of my hands.(2 Timothy 1:6)KJV

Through the laying on of hands, the gift (or the anointing) of God was imparted to Timothy. In other words, through the laying on of hands, there was an impartation of the anointing that was given to Timothy.
And in those days, when the number of the disciples was multiplied, there arose a murmuring of the Grecians against the Hebrews, because their widows were neglected in daily ministration.

The disciples were asked by the apostles to choose seven honest men full of the Holy Ghost and wisdom among them whom they wished to over this matter daily ministration.

6. Whom they set before the apostles: and when they had prayed, they laid their hands on them.
7. And the Word of God increased; and the number of the disciples multiplied in Jerusalem greatly; and a great company of the priests were obedient to the faith.
Tangible results were manifested through this act of laying on of hands as reflected in the preceding verses.

Acts 13:2, 3(KJV)
2. As they ministered to the Lord, and fasted, the Holy Ghost said, Separate me Barnabas and Saul for the work whereunto I have called them.
3. And when they had fasted and prayed, and laid their hands on them, they sent them away.

And when they had ordained them elders in every church, and had prayed with fasting, they commended them to the Lord, on whom they had believed.(Acts 14:23)KJV Although nothing here is said about the laying on of hands, it was a standard practice to do so on such occasions.

2. Impartation May Come Through Prophesy And The Laying On Of Hands
Neglect not the gift that is in thee, which was given thee by prophecy, with the laying on of the hands of the presbytery (or the elders).(1Timothy 4:14)KJV
Through prophesy and the laying on of hands impartation of the anointing can be transferred, transmitted and received. It is critically important to receive what is transferred, transmitted and released by faith.
Laying on of hands should not be done haphazardly but with great care and seriousness.
Do not be in a hurry in the laying on of hands [giving the sanction of the church too quickly in reinstating expelled offenders or in ordination in questionable cases], nor participate in another man’s sins; keep yourself pure. 1 Timothy 5:22 Amplified Bible Classic Edition (AMPC)
